Exmos Senhores,
A Ilha da Madeira, com todas as potencialidades que tem para oferecer a todos os que a visitam, tem infelizmente uma mancha que a acompanha para além do horizonte.
É do conhecimento de muitos, a imagem negativa que deixamos, em relação ao abandono animal, a todos os que nos visitam.
Como Ilha que somos e com as maravilhosas características naturais que a Natureza nos brindou, temos todas as capacidades e características, para conseguir um bom trabalho nesta luta em prol dos animais. Podemos transformarmo-nos num exemplo a nível Portugal e quem sabe a nível Mundial.
O meu objectivo com esta carta é, para além de demonstrar que este problema existe e que muitos são os que se interessem por demonstrar o seu desagrado, é solicitar ao Governo Regional da Madeira, um programa, um extenso programa de esterilização de animais, com e sem donos.
Um projecto onde, a união entre Clínicas, Associações, Privados, Governo e outros, se fizessem sentir e notar, algo que não acontece nos dias de hoje, pois a divisão e os interesses particulares de cada um, ultrapassam os interesses dos Animais e da própria População inclusive.
Teria que ser o Governo, tomando as rédeas de líder, a coordenar esta união com um único objectivo final, a diminuição drástica da reprodução de cães e gatos e, quando estas existissem, que fossem controladas e efectuadas com rigor.
Para que esse plano seja elaborado, é crucial a vossa intervenção. Sem ela, muito dificilmente conseguiremos algo de produtivo e positivo.
É um projecto grandioso, sei disso, todos sabemos disso. Sabemos também que o nosso país, assim como a RAM, atravessa uma fase de contenção de custos. Mas, também sabemos que, se esse plano existisse, bem organizado e elaborado, muitos seriam os apoios que conseguiríamos.
Poderão pensar que é um projecto de sonho...poderá até ser...mas, não nascem os grandes feitos de grandes sonhos?!
Para além deste pedido, é também nosso objectivo, solicitar a intervenção do Governo, na obrigatoriedade da aplicação da Lei em prol da Protecção Animal, já existente na nossa legislação mas muito pouco aplicada. Para isso, poderiam ser as próprias Câmaras e Juntas de Freguesias a actuarem perante a população, inventariando, controlando e registando todos os animais existentes. Acredito que, com a ajuda de voluntários, que serão muitos, estas entidades poderão fazer este trabalho com poucos custos.
Com a vossa colaboração e a de muitos, poderemos construir um grande projecto, e dar um grandioso exemplo a Portugal e ao Mundo.

The island of Madeira, in spite of all the potential it has to offer those who pay a visit, unfortunately has a blemish seen from overseas.
Many are aware of the negative image we project to all who visit over the abandoning of animals.
Island that we are, with all the wonderful natural attributes that nature bestowed on us, we all have the capacity and ability to succeed in the fight for animals. We can change our ways and become an example to Portugal and, who knows, the world.
The aim of this letter is to point out that this problem exists and that many people are unhappy about it, and to request from the Regional Government of Madeira an extensive neutering programme of cats and dogs with or without owners.
We need to feel and see cooperation between veterinary clinics, associations, private people, the Government and others. This is something, which does not happen these days because everyone’s boundaries and interests are put before the interests of animals, even before the population as a whole.
The Government would have to take the lead and coordinate a dramatic reduction of the reproduction rate of cats and dogs as their sole objective. Once this is in place proper controls must be enforced.
Your intervention is vital for this project. Without that it will be very difficult to achieve anything productive and positive.
It is a big project, I know, we all know. We also know that our country, as well as the Autonomous Region of Madeira is going through a cost cutting period. But we also know that
a well thought out and well executed plan would have a lot of support.
You may think that it is a project of dreams ....maybe it is .... but have not great things come of great dreams?!
Apart from this request, we also ask the Government to enforce the application of the animal protection laws, which already exist in our legislation but are hardly applied. To this end the town councils and the village councils could act for the population and record, control and register all existing animals. I believe that with the help of volunteers, of which there would be many, these bodies could carry out this work with little extra cost.
With your cooperation and that of many others we will be able to carry out this great project and set an example to Portugal and the rest of the world.

Sehr geehrte Damen und Herren,
Die Insel Madeira mit all ihren Möglichkeiten, die sie dem Besucher bietet, hat leider einen Makel, der von weit über dem Horizont zu sehen ist.
Viele wissen welch negatives Bild wir für alle unsere Besucher hinterlassen, wenn es um das Aussetzen von Tieren geht.
Insel, die wir sind, mit so vielen wunderbaren Eigenschaften, die die Natur uns geschenkt hat, haben wir alle die Fähigkeit und das Vermögen, uns für Tiere erfolgreich einzusetzen. Wir können die Dinge ändern und ein Beispiel für Portugal und, wer weiss, die ganze Welt sein.
Der Sinn meines Briefes ist zu zeigen, daß dieses Problem existiert, daß viele Leute über diesen Zustand unglücklich sind und die Regionale Regierung von Madeira zu bitten, ein Kastrationsprogramm für Katzen und Hunde zu veranlassen, egal ob mit oder ohne Besitzer.
Wir brauchen die Zusammenarbeit von Tierkliniken, Tierschutzorganisationen, Privatleuten, Regierung und anderen. Dies ist etwas, was heutzutage kaum geschieht, weil die Grenzen und Interessen eines jeden Einzelnen Vorrang einnehmen vor den Interessen der Tiere, selbst vor der Bevölkerung als solche.
Hier müßte die Regierung die Führung übernehmen, diese Zusammenarbeit zu koordinieren mit dem alleinigen Ziel, die Fortpflanzung von Katzen und Hunden drastisch einzudämmen und effektive Kontrollen durchführen.
Ihr Eingreifen ist für das Gelingen dieses Projektes entscheidend. Ohne dieses wäre es sehr schwer, etwas Positives zu erreichen.
Es ist ein großes Projekt, ich weiß, wir wissen es alle. Auch wissen wir, daß unser Land, ebenso wie die autonome Region von Madeira sich Sparmassnahmen unterziehen muß. Wir wissen aber auch, daß ein gut ausgearbeiteter und organisierter Plan viel Unterstützung haben würde und wir erfolgreich sein könnten.
Sie mögen denken, daß es sich hier um ein Projekt der Träume handelt .... vielleicht ist dem so ....aber wurden nicht schon große Taten aus großen Träumen geboren?!
Außer diesem Ersuchen bitten wir auch die Regierung, sich dafür einzusetzen, daß die Tierschutzgesetze eingehalten werden, die schon in unserer Gesetzgebung bestehen aber kaum beachtet werden. Hierfür könnten die Stadt- und Gemeinderäte zuständig sein, indem sie Register und Kontrollen für alle Tiere führen könnten. Ich glaube, daß mit Hilfe von Freiwilligen, derer es viele geben würde, die Behörden diese Arbeit mit wenig Kostenaufwand bewältigen könnten.
Mit Ihrer Kooperation und der von vielen anderen können wir dieses große Projekt durchführen und für Portugal und die ganze Welt ein grandioses Vorbild sein.
